Robotnik or Tails? Because Robotnik is a world-renowned criminal, so I don't think any military would really hire him unless he became a solo mercenary and got hired by third-world countries.

After World War 2 the United States hired several rocket scientists that worked under the nazis and had designed a few of the weapons used in the war so they could win the space race before the commies.

So given the right circumstances they might hire Robotnik if it it meant they got to finish something before another country did.

Really though without Sonic and company he'd probably just you know, actually take over the world.
