Just so you know it's going to have it's own Virtual Console (wouldn't it be Virtual Portable? I mean just on semantics it isn't right you know and that kind of bugs me...) consisting of Game Boy, and Game Boy Color games.

I wonder if Capcom still has the source code to the unfinished colorized version of Mega Man V lying around somewhere, that'd be pretty awesome.

No GBA, not supported through the 3DS like the old DS models did. Nintendo's probably looking to package games instead for more money.
