kof gethit issues

Hi, I have issues about the gethit animation with kof character. I am studying how the gethit timing and animation works on kof character. The question is that the gethit timing that I test using clark and his opponent Iori as example, I notice that for different kof game, Iori getting hit by clark's light attack timing is different like in kof2002:
(8 ticks)(4 ticks)(5 ticks)and in other kof like kof99, the first 8 frame would be 12 ticks which is different but when I check other creator's work like van's iori it is quite similar:
(10 ticks)(4 ticks)(4 ticks) but when I look at his .air file, the timing for state 5000's first frame is 1 and the second frame is 4, state 5001's first frame is 1 and second frame is 3 and the state 5006's first frame is 3 and second frame is -1. I am not sure what is the practical way to get the gethit timing for all the gethit animation.
