I think it's bad if the second game in a 6 part series is considered the best.

Gameplay: First and foremost, after a certain point in the game you get a style change. This is the most obvious addition to the game, these allow you to inflict elemental damage (Fire<Water<Elec<Wood<Fire) but give you an elemental weakness as well. You also gain special abilities in these such as the ability to use more chips in battle, use more Navi Chips in a folder, or spam the hell out of the buster. Other new additions include that any damage taken in battle is no longer automatically recovered after it. Sub-chip dealers were added to combat this; they sell items that can heal you among other things. You also have the addition of the ability to set one chip to always appear as the first chip in a battle, provided you have enough RegMB for it (which can be found around the game). There is also the addition of "Jobs" which are largely side quests for rewards where you must do silly things to gain a reward, at certain points in the game you will be required to do these. Chips, Navi Chips, and Zenny all return basically unchanged, but a new item, BugFrags, also was added. These allow you to purchase rare chips but they are hard to find. Overall this game has much more content that its predecessor.

Music: A tad high pitched like its predecessor, some tracks are just weird (see the Airplane Network). Overall it could have been a tad better, but nothing too bad.

Translation: Overall the translation of this game is fairly decent. Besides the fact that Capcom in a silly move, forgot to do their traditional censoring, the words hell and damn are used in the game. WHICH IS AWESOME. One thing that strikes me as odd is that they did not change Gospel to its traditional American counterpart, Treble.

Length: Nearly identical to BN1, although unlike BN1 this game has more to do after having finished the game. You can go to the WWW area and also finish up all those annoying jobs. Overall it's probably better than its predecessor here.

Rehash Factor: GutsMan returns from the previous game with some minor upgrades. The entire ACDC area returns as well, which although creates some sense of continuity is kind of silly. Several viruses from the previous game return, which isn't too bad I suppose, it would be like me criticizing the classic series for using the same enemies. Although the GutsMan rehash is pretty bad for a game that's only the second in its series.

Plot: After the collapse of the WWW an evil net Mafia, Gospel formed, and some shit. And they then proceed to for all essential purposes do the exact same thing as the previous guys. You eventually find out they are trying to rebuild the evil super navi Bass. And in the process create a giant dog (coincidently named Gospel), that you then fight to the death. And then there's some foreshadowing for the next game. Pretty much this game's plot is largely just that, a set up for the third game. While it's still somewhat decent, it seems a tad cliché.

Difficulty: In a rare MegaMan paradox, the sequel is harder than its predecessor! Despite that, if you played the first game you shouldn't have any real problems here. It also requires a bit more strategy that its predecessor which is a plus.

Overall a fairly good improvement.

Positive: Better gameplay.

Negative:
