Because it's a joke. That is, if I remember correctly, as I recall that Bowser's theme in Kart Fighter was actually Blanka's.

@EX-Shadow: This was the stage for Mario and Luigi, not Bowser. Bowser's stage is a desert in Kart Fighter.

@Jesuszilla: You're thinking of Bowser's stage in World Heroes 2.
